Import Tax for Textile Machineries removed

Indonesian Minister of Finance had finally agreed to release the imposition of value added tax (PPN) for the import of the machine in the restructuring program of the textile industry and textile product (TPT) national. This incentive began to be apparent this year and it was promised to continually be given while this restructuring program took place. This tax liberation was written in the Regulation of Finance Minister, Sri Mulyani Indrawati to the National Body Management Association of Indonesian Textile about the Tax Relief subsidization in Textile industry technology and Textile product. With the existence of this policy, Textile companies that had enter the restructuring program received two additional facilities at the same time, namely the liberation of the import duty capital goods and the import PPN abolition of 10%. This policy was hoped to increase reinforced national Textile industrial competitiveness because apart from receiving two incentives, company who participated in the restructuring program also received the credit interest subsidy for machine purchasing of 10% from the selling price. The Indonesia Textile Association (API) had asked The Minister of Finance earlier last year so that PPN and PPh (income tax) for the import of textile machines to be eliminated but only one policy was accepted. General Chairman of API Benny Soetrisno hoped so that the policy of the PPN abolition in the restructuring of the textile machineries could put into effect retroactively so that company who took part in the same program last year could receive PPN liberation. Insentif tersebut mulai berlaku efektif pada tahun ini dan dijanjikan akan terus diberikan selama program restrukturisasi tersebut berlangsung. Pembebasan PPN tersebut tertuang dalam Peraturan Menteri Keuangan Sri Mulyani Indrawati kepada Badan Pengurus Nasional Asosiasi Pertekstilan Indonesia (BPN-APD No. S-459/MK.03/2008 tertanggal 3 September 2008 tentang Keringanan Pajak Terhadap Dana Program Peningkatan Teknologi Industri Tekstil dan Produk Tekstil. Dengan adanya kebijakan ini, perusahaan pertekstilan yang masuk program restrukturisasi mesin mendapat dua fasilitas tambahan sekaligus, yakni pembebasan bea masuk impor barang modal dan penghapusan PPN impor sebesar 10%. Kebijakan tersebut diharapkan semakin memperkuat daya saing industri pertekstilan nasional karena selain memperoleh dua insentif, perusahaan peserta program restrukturisasi juga memperoleh subsidi bunga kredit pembelian mesin sebesar 10% dari hargajual. Direktur Industri Tekstil Departemen Perindustrian Aryanto Sagala mengatakan fasilitas tersebut diberikan sebagai upaya meringankan beban usaha industriawan pertekstilan. "Adanya investasi baru ini, secara otomatis juga akan meningkatkan penyerapan tenaga kerja," kata Aryanto, kemarin. Penerbitan permenkeu itu, lanjut dia, merupakan hasil lobi sejumlah pengusaha pertekstilan yang tergabung dalam Asosiasi Pertekstilan Indonesia (API) terhadap Menkeu pada September 2007. Saat itu, mereka meminta agar PPN dan PPh (pajak penghasilan) untuk impor mesin-mesin pertekstilan dihapuskan. Tetapi pemerintah hanya dapat mengabulkan penghapusan PPN,sedangkan PPh tetap dikenakan sesuai ketentuan [30%],"jelas Aryanto. Menurut dia, perusahaan pertekstilan (wajib pajak) yang hendak mengajukan permohonan pembebasan PPN impor permesinan, harus memiliki surat keterangan bebas (SKB) pajak yang diterbitkan kepala kantor pelayanan pajak di mana perusahaan bersangkutan terdaftar.
